XP SP1 should be listed under Critical Updates when you scan for updates on
an XP machine without the service pack installed. You can also download the
full version from the catalog - search for updates for Windows XP RTM and
you should see "Windows XP Service Pack 1 (Network Install)" listed (again,
under Critical Updates).
