Same problem for 2 days ERROR 0x800B0004

I have not made any changes to my computer, yet it started not allowing me to access secure sites, such as windows update, or other sites that require a password.

I have checked my security settings and certificates.
Deleting History was mentioned in a previous posting and coincidently, I have recently had problems getting the history to delete. It keeps coming back even after I delete it . How are these related?
