This error is typically caused by proxy/firewall settings.
For testing purposes you may want to temporarily bypass the firewall and try
Windows Update again to see if error persists.

Other settings to verify:

Windows Update requires both Ports 80 and 443 are enabled for both incoming
and outgoing traffic
Verify the firewall is not blocking ActiveX controls and or Scripting
functions
* For questions regarding firewall configurations, please contact the
firewall manufacturer.

This issue may be resolved by adding the Windows Update sites to the
exceptions list in the Internet Options Proxy Settings.
To access the Exceptions settings:

1. Open Internet Explorer
2. Click Tools / Internet Options
3. Click the Connections Tab / LAN Settings
4. Click the Advanced Button and add the following to the exception list:

windows.microsoft.com
v4.windowsupdate.microsoft.com
download.windowsupdate.com

Note: Applications like web accelerators; TweakMasterDNS, Spy Blocker, etc.
can add static IP entries for the Windows Update site into your HOSTS file
which can cause the 0x80072F76 error message.
Check your HOSTS file (it may also be called HOSTS.SAM) and make sure you
don't have any static IP entries for the Windows Update web site listed in
the file.

If you are running Win98/ME/XP, file is located in folder:
C:\Windows

If you are running WinNT/2K, file is located in folder:
C:\WINNT\system32\drivers\etc

To view the HOST file, associate it with Notepad. If you find IP addresses
associated with Windows Update delete the entries and save changes.
