First install the following update:
<http://support.microsoft.com/default.aspx?scid=kb;en-us;831167>
Check connection settings:
Open Internet Explorer
Select Tools > Internet Options > Connections > LAN Settings
Check or uncheck the "Automatically Detect Settings" option. (Depending on
the current state.)
Close Internet Explorer for changes to take affect and then access Windows
Update again.
Any change?
This may also be due to SSL
