scroll bars on desktop

Hi
Lately i have been getting vertical and horizontal scroll
bars on my main desktop, (im running windows XP).
The scroll bars move the desktop picture and when i
change the desk top picture it stays the same. The only
way i can clear it, is to reboot the pc and this is a
pain.
Also about the same time this started my right mouse
button has been freezing up, taking a long time time
bring up a menu,
Any help would be much wanted
