Reinstall of Windows98

If you reinstalled Win98 on top of your existing Win98,
that is if you simply inserted your disk and ran the
install, then your updates are probably still intact. If
you performed a clean install, that is if you reformated
your hard drive, or erased your old Win98 before
installing the new, then your updates are gone. If you
wish to be sure, You can pull up your update install
history on the Windows Update page. If you have update
installations listed there, I believe that you have an
option to reinstall them.
