OK I got this fixed. Seems it was definitely an expired certificate. The certificate is www.verisign.com/CPS Incorp.byRef.LIABILITY LTD.(c)97 VeriSign Class 3 Public Primary Certification Authority. You will find this under the Intermediate Certification Authorities and under Certificates in there. This certificate expired (January 7, 2004) and has to be replaced.

I believe you can follow the directions on how to do that from Microsoft and Verisign better then I can tell you

Go to Windows Update with Windows 2000 SP3.  The page comes up asking to scan.  This will fail.  But I know something is incorrect because the status bar is showning the progress blue bar which never finishes.  I could leave it moving from right to left for 100 years it will never complete.  I have seen this before I just cannot remember what the solution was.  It may be to upgrade to IE 6 which cannot be done.  Any suggestions?  The error code is:
