I'm out of ideas right now. Accessing the Windows Update site the progress bar in Internet Explorer 5.5 SP2 moves from left to right as if installing something. But it will never stop. It just keeps moving and moving and moving and....it will never stop.
I have seen this addressed by Microsoft before but cannot recall what the fix for it was.
Also some of the directions on the Web for this error code aren't quite right. Microsoft's explanation is also wrong. At this page:

they say, "double-click the NO LIABILITY ACCEPTED certificate.
On the General tab, make sure that the Valid from dates are 5/11/1997 to 1/7/2004.
On the Certification Path tab, verify that This certificate is OK appears under Certificate Status."
This is NOT right. Mine says "'On the Certification Path tab,' "This certificate has expired or is not yet valid." Both here and in Windows 2000 Professional which is not exhibiting this issue.
I think on the Domain Controller this expired certificate is the trouble.
I have done all that I can find on this issue. Nothing has helped. My last alternative is to remove IE 5.5 SP2 apply the Service Pack 3 again and then reinstall IE 5.5SP2. But I'm getting a little tired of doing that. This will make the fourth time I have had to do this. And since the Windows Update site is off limits at the moment, I'd rather not do this for I don't know if it will help and if it don't I'm cooked. Since I need to access that site after the above. I think it's the expired certificate.
