Did you also disable the script blocking component of your AV ? The
software controls can/will be damaged or fail to install correctly if
you don't. Also, follow the steps for Win 98 here :

Alternatively, you could open the Windows Update.log found in the
Windows folder with Notepad, scroll down towards the bottom for the most
recent entries, and locate an error code associated with the last failed
attempt to access WU. Then go here :
http://v4.windowsupdate.microsoft.com/troubleshoot/
and search for the error code you encountered under the
" Problem reaching Windows Update " heading.
