licensing problem

Hi
I have a TS with 20 CAL's in Device mode. 14 terminals are win2k machines 6
are HP Thin Clients.
My understanding is that win2k came with a free CAL but I need to change
some hardware and I'm told there are no more licenses available.
If I bought 20 CAL's and have 14 free ones there should 34 CAL's therefore
it should not be a problem. I've read the following and other documents but
they leave me even more confused than when I began.
