The problem with all suggested solutions is that they limit the
number of *users* which can run Office, while the Office licensing
scheme is based on *workstations*, i.e. if you have 10 licenses, an
unlimited number of users may use Office on 10 dedicated
workstations.
There is no way to license Office with "Per User licenses", as you
can do with Windows 2003 Per User CALs and Per User TS CALs. This
is a real problem when running Office on a TS.
It's fairly common to do what feels as a reasonable solution, i.e.
use user permissions to limit the number of users, but you should
realize that it is *not* in agreement with the EULA.

Hi.
We have 20 users on TS but not all of them need to use certain
MS Office programmes. Is there an easy way to restrict their
access to these programmes and will that satisfy the licensing
of them. E.G. if only 10 out of the 20 users need these
programmes and I restrict the other 10 users, can I get away
with only 10 licences.
