No, you will not be able to install Citrix.
Citrix runs on top of TS, and since you cannot install TS on an
SBS2003 server (what you call TS is really only Remote Desktop for
Administration), Citrix won't install. And even if it did, you
would have exactly the same problems.
As far as I can see, your options are:
1. buy a dedicated Windows Server, install it as a member server in
your SBS2003 domain, install Terminal Services on it. This is the
recommended method.
2. buy an XP client for your users, and let remote users connect to
it through the Remote Web Workspace (which is built into SBS). Also
a perfectly good solution.
3 and 4. The same as 1 or 2, but run these functions inside a
virtual server (if your hardware supports the load).
5. *not* recommended, use at your own risk - continue as you have
done before, let users run whatever they want on your only domain
controller in a Remote Desktop for Administration session. You
willl have a maximum of 2 concurrent connections, so if want want
to reserve one for yourself, you can fit in one other user (maybe
2, if SBS2003 allows console sessions, I'm not sure about that).

Ok.. I am crying uncle.. and giving up TS... So will a citrix.
solution work on SBS 2003 ? I need TS application functionality
(user desktops for 2-3 users).

Your original question was how to automatically give users
access to their local printer when connecting with TS, and I've
given you the answer in my first reply (map the drivers).
But maybe I'm misunderstanding what you want to achieve? Is
there anything in my proposed solution that doesn't solve your
problem?

I know that.. but if I open 631 and on my server make a
connection to the remote printer which is local for the user
then when they are in a TS session they will have it has a
printer. :)

No, that wouldn't help you at all.
Port 631 is used by the Internet Printing Protocol, which is
not used when you redirect local printers inside an rdp
session. Printer redirection in rdp uses a virtual channel
and goes over the standard 3389 port.
