Check this FAQ:
When users start a program, they get an error message: "Windows
cannot access the specified device, path, or file. You may not have
the appropriate permissions to access the item."

I have a terminal server setup and configured, when logged in as.
the administrator on the domain and trying to install software
from a shared drive I get the following error
" Windows cannot access the specified device, path, or file. You
may not have the appropiate permissions to access the item."
Logged in as an administrator on the domain, permissions are
perfect.
