Unable to install TS Licensing



We are in the process of upgrading out Domain Controllers from 2003 to 2008
server.
Besides AD and DNS the only other function of our DCs it to act as the
License Server.
I attempted to add the TS Licensing role and get the following error:

Terminal Services
TS Licensing
Availability This domain
Database path C:\Windows\system32\LServer
Terminal Services: Installation failed
<Error>: Attempt to install TS Licensing failed with error code 0x80070057.
The parameter is incorrect
The following role services were not installed:
TS Licensing


I have rebooted and tried again with the same results. I have looked online
but not found anything.

Any solutions are appreciated.
