You can switch between remote-admin and application mode by the value
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server]!"TSAppCompat"
0: Remote Admin
1: Application Mode

If you just want to prevent user login remotely, then you can disable remote desktop connection, run sysdm.cpl in a command shell, its in the Remote Tab.
