Maybe there's a GPO in your domain which disables remote control?

Computer Configuration - Administrative templates - Windows
Components - Terminal Services
"Sets rules for remote control of Terminal Services user sessions"

(also under User Configuration; If both settings are configured,
the Computer Configuration setting overrides.)

Check with gpresult which GPOs are applied to your TS session.

Oops ..I was unclear. I reset the defaults with no problem, at
least I didn't get any error message. After doing so, I'm still
unable to reset or logoff a session, or even just send a
message. thnx

W2K3 Server SP2
I've followed this thread and report no joy trying to reset
permissions to default. Unable to reset sessions or even send
a message using an account which is a member of
administrators. Further suggestions?
