Just FYI - thank you very much for all of your help. You offered up much
more help than some vendors I have been dealing with. In a nutshell when it
comes down to it, the device that attaches to the thin client does not work
with Windows CE. This was a project that was "before my time" here at the
company and the first people on this project (who are no longer here) did not
test the device with CE. They purchased about ten of these devices at $7,000
each only now to find out that they will not work on our CE clients. So now
really are only other option is to purchase a dozen more thin clients that
run XP Embedded since they do work there.

Thanks. I found the group policy editor and those settings are
listed under Terminal Services. Now, COM port redirection was
set to Not Configured. This should be set to Disabled, correct?

This question actually comes from a post from Vera Noest:

The local (or a domain) policy should contain this settings
tree: "Computer Configuration - Administrative Templates -
Windows Components - Terminal Services - Client/Server data
redirection"

I checked our local policy and under Terminal Services -
Client/Server data redirection, the only thing listed is
Allow Audio Redirection. For serial redirection, should
there be something else? And if so, what and how do I add
it?
