only one connection using RDP

have a Windows 2003 server with Remote Desktop enabled BUT only one user at a
time can login. Should be 2 users . I'm trying to discover why. Both users
trying to login are Domain Admins and Domain Admins are in the Remote Desktop
Group as well as administrator group for the server. I've checked to make
sure that the there are not Deny permissions in Local Policies (btw...this is
a member server). And there are no firewalls connected between users and the
server...and besides, if Admin 1 logs in then Admin2 can not. Likewise, if
Admin 2 is first to login, then Admin 1 can not. very odd. Any ideas?
.
