TS WEB ACCESS 2008 - ActiveX control not installed or not enabled

I have TS Web Access set up in Win2008 without a gateway.

The client is WinXP with:
- SP2
- IE7
- "Remote Desktop Connection 9 for WindowsXP-KB925876-x86-ENU.exe" installed
- On the same subnet and domain as the server.

I am able to run an application using an rdp created for that app. But when
I browse to the server using IE, I get the TS Web Access page with
everything except the area where the application icons are supposed to
display has the error, "ActiveX control not installed or not enabled".

The server is in my Trusted Sites zone and everything is set to either
Enable or Prompt. There is no yellow bar either. Other trusted sites
install their ActiveX controls without issue.

Please don't tell me that I have to install SP3 as that is not an option. I
am hoping that I need to change a setting or can install the ActiveX control
directly.
