Thanks Hank for your valued reply.
I have given full permissions for the shortcut. Also, I have
created the shortcut only after mapping the network drive.
The error says that I do not have permissions to execute this
file. At the same time I cannot even open it in notepad. I am
able to open other files in the same folder with same
permissions.

What is the format of the shortcut? What are the permissions
for the shortcut?
Maybe you should assign a mapped network drive to the folder
with the batch file in it. Then create the shortcut...
