UPHClean should be installed on the server which has a problem with unloading the profile, that is in your case the Terminal Server. It doesn't matter where the roaming profile is stored..
From the download page:
"The User Profile Hive Cleanup service helps to ensure user sessions are completely terminated when a user logs off."
The error message that you get starting the TS Licensing Manager seems to indicate that you have tried to install the 2003 Adminpak.
Where are you trying to start the TS Licensing Manager? On the TS, or on your client? And on which box did you install the Adminpak?
Have you read the KB article about known issues with installation of the SP1 Adminpak?

Hi Again Vera!
I've installed the UPH clean utility, but i ran it first this
morning on the ts server. I should not run it on the SBS server
where the profile is stored? Cause I login to the ts server.
After I ran this tool I got a new problem! When i try to go into
the "Terminal Server licensing" I can't access it and get this
error.
Windows Server 2003 Administration tolls pack can only be
installled on Windows XP Professional with QFE Q329357 applied,
on Windows XP Professional Service Pack 1 or later, or on
computers running windows server 2003 operating systems.
What can this be?

Ough, that's a bunch of problems!
No, the profile unload error has nothing to do with licensing,
but it can very well be related to the failure of the TS to
locate a DC (which holds the roaming profiles, right?).
For the network / DC / GPO problems, please post to the sbs newsgroup. SBS is special in many ways, and I've never run an
SBS server.
Regarding the TS Licensing: sounds like your old SBS server
hosted the TS Licensing Services. So now you don't have any. You'll have to install the TS Licensing Service on the new
server, and then phone the Clearinghouse to get your licenses
re-issued for installation on the new server.
Make sure that you have all the paperwork at hand when you
phone them.

Hi Vera!
I've installed this fix that you recommended for the
profiles. Hope for this to work. I also wonder if this can
have something to with the license. I have installed a new
small business server in this network but the terminal server
is still the same as before. I had 20 TS license before the
installation but now it seems like there is no license server
installed. Can I move these license maybe in some way?
I also have i error in the eventlog.
Event ID: 1054
Source: Userenv
Windows cannot obtain the domain controller name for your
computer network. (An unexpected network error occured.).
Group Policy processing aborted.
This error comes upp all the way in the log.
I also run Symantec endpoint protection on this system.
