Maybe you have changed your Intranet / Trusted zones?
Check if this Q&A helps:
When users start a program, they get a "file download" dialog box,
or an error message: "Windows cannot access the specified device,
path, or file. You may not have the appropriate permissions to
access the item."

I was working on my server this afternoon trying to get a.
printer to work on
Terminal Services.
I must have changed something, and I can't remember what. When
users log-on to the terminal server they get the following
message when clicking on almost all of the icons on the desktop
and start menu "Windows cannot access the specified device,
path, or file. You may not have the appropriate permissions to
access the item." One weird thing is that the internet explorer
icon works perfectly.
I've checked and rechecked the share permissions and can't find
a problem. I rebuilt the mandatory profile. I've checked the
group policy and can't find a problem. I'm at wits end. Please
