Yes, on XP, that would mean full access.
Have you tried deleting the registry key completely, and than
connecting *twice*? (first time you should get a temporary license,
second time you should get a permanent license).

Yes, both the XP home system and the Vista Home premium system
are using the admin account created during oobe. Wouldn't this
give the xp user full access to the registry? I haven't been
able to test the run-as on the vista machine as of yet.
