have you tried to track down the registry location? once you have that and it's compatible with GPO, you can create your own adm to set this.

I just audited the profile directory sizes on my TS server and found that many of the Temporary Internet Files directories exceeded 2GB in size each. I am aware of the policy setting "Delete temporary folders on exit" and have that set but it does not always do what its supposed to. For that reason I wish centrally administer a specific allocation of say, 15MB, and then disallow users to change it. I know I can turn off modification by using "Disable changing Temporary Internet files settings" but there doesn't seem to be a way to globally set the allocation limit..
