If with "unlimited" you mean that you buy one license for the
server and can then connect with an unlimited amount of users /
devices, then you have received incorrect information. There is no
such licensing option, you must buy a TS CAL for every user or
client who connects to your Terminal Server.
If with "unlimited" you mean a license which is valid for an
unlimited time, that's not possible either. All licenses have an
expiration date of 52-89 days after being issued to a client. But
that shouldn't worry you; if the client is still active when its
license expires, it will automatically renew its license. The
expiration date is just a mechanism to make sure that you can't
loose any licenses when you discard a client device.

It told there is one license option is unlimited license for
Windows Terminal server, Just a bit like the Per process
license.
