By installing Terminal Services, under Add Windows components.
But I believe that you have already done that, otherwise you
wouldn't have been able to set the licensing mode from "Remote
Desktop for Administration" to "Per User".
Did you reboot the server after installing TS?
Check the number of allowed connections on the rdp-tcp connection -
Network Adapter.
Maybe it's limited to 2 connections by a GPO.
If this doesn't solve it, can you post the exact error message when
your 3rd connection attempt is refused?
And post any errors or warnings from the EventLog?

I then installed the Terminal Server Licensing on the 2003
server. I then activated the server through the internet and

It states that everything is installed.
I go to Terminal Services Configuration and here it states
that the Licensing is Per User and Discovery mode is As
Specified. Properties here point to the Server itself.
The issue is after all that only 2 users can gain a
connection. Seems to still be in Remote Admin mode. Did I
miss a step somewhere? Thanks for all your help.
