Can I change my licensing mode?

Hello,
We've been using our TS server setup with 25 CALs in device mode for a
while. It's been working fine but what's happening over time is some
users have more than one computer and they'll use more than one
computer to connect to our server(it's also a Citrix server). When
they do that they lock up an additional license which isn't released
for 90 days. This prevents a potential new user from obtaining a
license. It's causing a big problem.
I would like to change the licensing mode from device to user. I know
this can be done for instances like when the TS server and licensing
server are configured for different modes, but that's not our problem.
So can I change modes in our situation?
