can I remote control a disconnected session?

Windows 2003 Service Pack 2 Enterprise edition is installed on my home PC.

I have granted a friend of mine to access my computer via remote desktop.

Today he had started flashget to download a file and just after that his
internet connection failed, so the remote desktop session was disconnected
(there has been some hours and he is still offline PING!). Some time after
he was disconnected, flashget found some more download mirrors and
established about 50 TCP sessions rendering my internet connection very
unstable for any new session attempt.

I have configured my server to allow Remote Control and does not require
user's permission. But as he was disconnected, I could no longer control his
session.

Is there any other way to control his session, without having to reset his
password?
Or is my only option to kill flashget or reset the terminal session, killing
all of the running programs?

And if not for now, perhaps if it is possible to configure my server, in
case I need to access his session in future?
