One way to solve your problem would be to use the rdp 6.0 client.
RDC 6.0 includes the ActiveX control (instead of relying on the
webpage to install it), so if you deploy that application (via the
standard deployment mechanisms), your users will be equipped for
TSWeb.

If you don't want to go that road yet, this article might help
(from Citrix, but deals with the same issue).

Yes, and I've set IE to prompt or enable anything related to
ActiveX. In fact, when IE prompts me to install activeX
control, it will not install. It keeps prompting me to install
activeX control.

Is the TSweb server added to the Trusted zone in IE7?

We are having problems with users accessing our terminal
server via the web and IE 7. We have a link on our intranet
that redirects users to the terminal server. When they click
on the link to Terminal Server, IE 7 blocks the ActiveX
client install then kicks them back to the page with the
link. When you tell IE 7 to allow ActiveX is will not
install the client, again it kicks you back out. The
terminal server is 2003 sp2. This doesn't happen with IE 6.
