Is the TSweb server added to the Trusted zone in IE7?

We are having problems with users accessing our terminal server.
via the web and IE 7. We have a link on our intranet that
redirects users to the terminal server. When they click on the
link to Terminal Server, IE 7 blocks the ActiveX client install
then kicks them back to the page with the link. When you tell
IE 7 to allow ActiveX is will not install the client, again it
kicks you back out. The terminal server is 2003 sp2. This
doesn't happen with IE 6.
