The 2003 TS must be able to contact a 2003 LS. Can't use a W2K LS.
So you'll have to install the LS on a 2003 server, which can be the
same server as the 2003 TS.
As soon as you have retired the W2K TS, you can uninstall the LS on
the DC.

Some things aren't clear to me:

1) Which OS is your DC running, W2K or 2003?
2) Don't you use the W2K terminal server anymore? A W2K TS will
not be able to use the Per user licenses, it still needs Per
Device TS CALs.
3) Where is the 2003 LS with the Per User licenses running?
Although 2003 Per user licenses are not managed currently, the
2003 TS still needs to contact a 2003 LS.

Current setup:
Win 2000 term serv with clients accessing via machine for I/S
support personnel. Using DC as license manager/server.

New setup:
To allow our med staff to electronically sign, they need
access to term server (Win 2003). However, because they may
access from many different machines (home, office, etc.), we
have elected to purchase user licenses.

I understand the W2K3 TS ignores user licenses (and I have set
it up in "user license mode"), can I shut down the licensing
on the DC? Currently, the W2K3 TS sees this as a license
server.
