There are two Intel 64 Bit architectures:
IA64: implemented in the Itanium CPUs, only interesting for very large
servers, not TS
Intel 64/AMD 64: implemented in nearly all current Intel and AMD CPUs
Your HP server with its Xeon CPU has built-in support for Intel 64.
That means you can install Windows Server 2003 x64 edition on the
machine. Windows x64 natively supports 32 Bit apps, they just need a
little more RAM (how much depends on your application).
And yes, Windows x64 terminal services do support 32 Bit apps.
