THe difference in the environments is that users "by default" have
sufficients rights to install printer drivers on a client workstation,
but not on a Terminal Server because the TS has a Windows Server OS,
which requires a user to be a Power User or Administrator to install
printer drivers. I would not elevate their rights to workaround this.
If the admin installs the drivers (as only an admin should) the drivers
will already be installed for users, they can then map to any printer
with a driver that is already installed.
I always connect to a printer or install drivers before allowing the
users to access that driver/printer - as a domain admin or a local admin,
so that they can connect without being Power users or anything other than
a User.
