You will need to install the Terminal Services Licensing service on
a 2003 server (can be the same server as the TS, doesn't have to be
on a DC anymore).
You will need to buy and install a 2003 TS CAL for every device or
user which connects to the 2003 TS, irrespective of the client's
OS.
To know what is best for you, Per Device or Per User, you have to
count the total (not concurrent) number of users and the total
number of clients used to connect. Then buy licenses for whatever
you have the least of.

There are two servers located onsite. One is a Windows 2000.
Server (Domain Controller) and the other is a Windows 2000
Server running Terminal Services.
We will be upgrading the Windows 2000 Server running Terminal
Services to
Windows Server 2003 and continue to run TS. Are there any
(many, no doubt) specific issues regarding licensing for the TS
that must be considered? We have employee's across town that
access the TS as well as workers local to the server access the
same data on the TS. Is "by device" or "by user" better in this
situation?
