What happens when you try to connect as Administrator?
Any error message?
Have you checked the rdp-tcp permissions?

By default, Administrators are allowed to logon through TS, but
hey, if the TS service can be disabled without your knowledge, all
bets are off :-(
If I were you, I'd reinstall this server from scratch, because it
obviously isn't a reliable testserver anymore.

Well after playing around today I found that Terminal Services
was disabled in the Services menu. How this happened I have no
idea. This is my test server and I know I did not disable the
service.

I an able to log on as a users that I added but I can't log on
as the Administrator.
