Could it be that
H:\joe_user\\shell32.dll
should be
H:\joe_user\windows\shell32.dll
and that joe_user doesn't have a \windows folder in his home
directory?

it say is needed for those files that say access denied?
The double backslash, again making a guess, maybe part of a bad
path in the path statement. but that's a guess.

as far as the second one when I look at the folder privs on the
folder it says TS2\Users Read+Execute privs, but my users are
coming in rdp via domain login of flanagan\Username. do I need
to grant domain users access to the windows folder for read
privs. I would not think so as once you login to the terminal
server you then are part of the TS2\Users group are you not.

Taking a shot, it appears that the first one is the file
doesn't reside in that folder and the other 2 are the user
doesn't have permissions to those dll's.
