Stop creation of IE and OE links?

Hello!

On a 2003 TS using a lockdown GPO from the main DC, is there a way to stop
the initial creation of the Internet Explorer and Outlook Express menu items
that are part of a default new profile? It is a pain to go in and clean them
off each users' menu after the fact. I swear I found a way to do it before,
but it escapes me now.
