HKEY_USERS\.default\control panel\colors\background
Compare the value with the default value here:

Have you checked the Security EventLog to see who logged into
the server just before this happened? Sounds to me like someone
managed to bypass your security (or some sort of error
prevented the lock- down GPO from applying) and either
intentionally or unintentionally changed the background colour.

Thanks for the suggestion. Yes it does appear on the server
console as well as the remote desktops.
We are not running a custom GINA. I didn't actually know
what you meant, but I have done some research on the internet
and I now know that we have not installed a custom GINA.
Does this make much of a difference.

I manage a windows 2003 x64 server running Terminal
Services. Last
night when I logged off the log in screen was Grey, and
this morning it has changed to a plum colour. We have
locked down all the desktop colours/active desktop via
group policy, so everyone has the same, which is not
plum but a green.
Does any one know how this has been changed and how to
change it back. I have looked through the group policy
settings and cannot find anything regarding the log on
screen.
