Yes.
http://msdn.microsoft.com/subscriptions/faq/ addresses this:
Do MSDN subscriptions include CALs for Terminal Services?
Yes. To install client access licenses (CALs), please follow these
instructions.
If you are a Microsoft Certified Partner, you can only install the
TS CALs by phoning the Clearinghouse (i.e. use the Telephone method
when activating the TS Licensing Server).
Documented here:
Terminal Services Licensing Instructions for MSDN, Microsoft
Certified Partner, and MSCTEC Programs

Hi Everyone,.
I have a technet subscription and I am trying to teach myself
about terminal services and Citrix. Is there any way to dummy
the licenses so I don't get the error that in 105 days Terminal
Services will expire?
Thanks,
