But per user licenses are per *person*, not per account name.
So it would be just as illegal as not buying any per user licenses
att all.

My *guess* would be that they are thinking that they can save
the $ by not buying the license for each TS user. In my
experience it almost always boils down to this...

The finance people do not want to pay so the tech people have to
come up with a solution...
