Managing adm templates is a tricky business and requires that all
administrators follow the same set of rules, as described in
816662.
Since your problem is with GPOs and adm templates in general, and
the missing TS settings is just a symptom of a larger problem, I
would repost to the group policy newsgroup. I'm sure that you can
get more and better help there.

If you are not seeing the settings, it probably means that you
are using the wrong policy template. That can easily happen if
you edit the GPO from different workstations and haven't
configured the "Turn off automatic updates of ADM files"
setting. Details are here:

816662 - Recommendations for Managing Group Policy
Administrative Template (.adm) files
http://support.microsoft.com/?kbid=816662

It's also possible that you have to reregister the policy
dll's:

555218 - Some Group Policy areas are missing from the Group
Policy Editor
