Do you see any event logs when this clipboard failure happens?

Experiencing a rather daunting issue. Terminal services are running on a Windows Server 2003 Standard SP1 in Terminal Server mode and clients connect using msrdp client mstsc from Windows 2000 Pro SP4 machines (the latest version, with files corresponding to Win 2003 SP1's MS RDP client) and some Win XP SP2 machines. When I log on with an administrative acconut, the clipboard sharing works seamlessly fine - local to remote and remote to local. However, when the users are unable to use clipboard at all. Simply typing something in notepad on remote server and copy-pasting that into local notepad, for instance, does not work.

Users are in the Remote Desktop Users group on the server. I searched MS KB and located an article about Windows 2000 Terminal server which advised to enable Virtual Channels permissions on Users group. So I went into Terminal Services Configuration and checked the Allow box on the Virtual Channel Permissions for Remote Desktop Users group - no effect, still did not work. So, for the sake of experiment I enabled Full Control to Remote Desktop Users group in the TS configuration, logged in again as a user and frustratingly still pasting was not working :(

Is there anything else I could be overlooking?
