I think that I would delete and recreate the rdp-tcp listener. It's
definitively not normal behaviour, even if you should have some
other connectivity problem, that you are just thrown back to the
connect button without getting some sort of error message.

I can log on to the console as administrator as shown in the
above output.
Using mstsc.exe from a command prompt on the server gives me the
same result as trying it from a client, i.e. it almost
immediately returns me to a connect button.
There is nothing in any of the event logs. I checked in
application, security and system logs. nothing.

physical console:
1 open a cmd shell, run qwinsta.exe. What is the output?
2 run mstsc.exe, connect to itself with administrator. Are you
