Which error message do they get when they try to reconnect?
Anything in the EventLog on the TS?
Have you configured your TS to allow only a single session per
user?
And maybe a time-out limit on disconnected sessions of 15 minutes?
If so, my guess is that users disconnect in stead of logging off.
Can you verify that in TS manager?
Do users connect to the full desktop of the server, or have you
defined a starting application?
If so, maybe the automatic logoff (when they quit the starting
application) doesn't work because a process is still running in the
session.

I have a Terminal Server installed on a Windows Server 2003..
Users connect to this server via Remote Desktp Connection from
XP Pros. Everything works fine except for the following problem:
Users cannot re-connect to the server via RDC for aproximately
15 minutes after they log off. After approximately 15 minutes,
they can re-connect and log in to the server via RDC.
What I don't understand about this problem is that this server
has exactly the same OS and configurations (including TS
settings) as my other 5 servers. Only this server has the
problem. I looked at the terminal services settings and found
nothing different from other servers.
What am I missing? Please help.
