Hi,
Your thin clients need to be updated with the correct time zone data. If Time Zone Redirection is enabled on the server, then the server pulls the time zone offsets, daylight savings start/end, descriptions, etc. from the client device (assuming the client device/software supports it).
In other words, the time zone data is redirected from the client to the server--if this data is incorrect, then the session's time will be incorrect as well.
I know you mentioned that the thin clients are automatically downloading the new DST configuration info, however, the evidence suggests that the they are supplying the old time zone data when they connect.
The behavior you see with clicking OK is to be expected. This resets the active time zone to the cooresponding data for the entry listed in the time zone dropdown. The data for this is pulled from the server's local time zone database, not the client's. Next time the user logs on, the time zone redirection feature resets the active time zone to the incorrect data originating from the client.
Do you have devices connecting from different time zones? If not, set "Allow Time Zone Redirection" to Disabled via Group Policy.
