Yes.
Create the folder and set the proper NTFS permissions.
If you want to make life easy for your users, you can share the
folder and connect each user to it in your login script.

Say you create a folder D:\Shared_Folder on your TS and share it
with share name "Common".
Then you could add a line to your login script with something like:

net use S: \\<your_TS_server_name>\Common

and all users would see the shared folder under the letter S:

It would be better to locate this shared folder on a separate file
server if you have one.

Hello,

I would like TS users to be able to edit/save files in a shared
folder on the server (TS is in application mode).

But currently each user can only work within a subfolder created
by TS (<user name>.<domain name>).

Is there a way for users to work with files located in the same
folder?
