What do you mean by unique access? How were you planning on installing the software for each user to have their own executable? Does the vendor support terminal services?

When you want to install an application on a TS for multiple users,
you do so as the Administrator.
By putting the server into "install mode", you actually "tell" the
server that it must monitor all changes to the registry and file
system that are made by the installation, and to give each user a
private copy of these registry and ini-file changes, as soon as they
logon to the TS.

installing software on terminal server is NOT same as other
windows platforms. go to a command line and type this before
installing software: change user /install

then install the software you need to install

then type this when you're done installing software (at command
line)

change user /execute
