ActiveX Control for Terminal Services Advanced Client

I have many users who use Terminal Services via Internet Explorer (rather
than Remote Desktop)
In order for TS to work via IE it is necessary to install the ActiveX
control during the first connection to the server. Since the notebook
computers that they are using are pretty tightly locked down, they don't
have the security rights to install ActiveX controls on them. I don't mind
installing it before giving them the machine.
When one user gives their notebook to another user to use, that second user
has been told that they must log on with their username and password while
still in the office so that their Roaming profiles is brought to the
machine. This allows them to log on with their username and password when
they are out of the office and disconnected from the network. However, the
ActiveX control needs to be installed for that new user, which cannot be
done with user-level security.
Is there a way to install the ActiveX control for all profiles that are used
on the notebook so that it is there for all users, but users are still not
able to install new ActiveX controls?
