you need to start reading up quick.
usually, you figure about 150-200mb per user. so for about 20 users, 4gb of ram is a good rule. You have to be careful of what applications people want to run on TS, it's not a good idea to run anything on there. Please verify if the application works on TS.
Will all 22 be online at the same time? If so, get a strong CPU (2 or more is very nice). If not, single strong cpu should be fine.
Printing is another headache. I hope you have network printers!
