If it occurs for Administrators, the problem is likely unrelated to permissions. Administrators have Remote Desktop access by default, they don't need to be members of Remote Desktop users.

You should make sure that you have set up the machine to accept Remote Desktop connections. Ensuring that Remote Desktop is enabled can be checked in System Properties. Right-click "My Computer" select "Properties", then select the "Remote" tab and make sure Remote Desktop is enabled.

You should also check to ensure that the firewall is configured to allow Remote Desktop traffic. Open the settings for it from the control panel, and make sure it has an exception for Remote Desktop. You might try doing a telnet to port 3389 to ensure that it is accessible from the client machine.

the environment I am working in is 2 servers both acting as domain
controllers 1 is windows 2000 server the other which is running as the
terminal server is 2003.

The issue I am seeing is that the remote desktop users group does not exist.

the workaround I have tried is to create a usergroup -datnatremote- and
edited the domain group policy to alow for terminal access and added this
group to the policy.

If I log onto a workstation as a user in this group I recieve the error that
says users must be added to the remote desktop users group (which does not
exist) or the right must be added manually. Which I did through the group
policy...(correct?)

this error occurs if I log in as an administror or user
